Tobacco Endgame in New Zealand and Australia and Its Implications for Korea

 Abstract
New Zealand and Australia have pledged to end tobacco use by reducing adult cigarette smoking to 5% or less by 2025 and 2030, respectively. New Zealand declared the tobacco endgame in 2011 by strengthening its tobacco control policy over the past decade despite achieving its goal of ending tobacco by 2025. Moreover, the “Action Plan for Smoke-free Aoteaora 2025” was announced in 2021, including introducing very low-nicotine cigarettes, reducing tobacco retail outlets, and adopting tobacco-free generation. In contrast, a more intensive tobacco control policy is needed to declare the tobacco endgame in Korea because of the significant difference between the “readiness factor” for tobacco endgame and the current smoking rate and tobacco control policies. As political and public support for the tobacco endgame is essential, regular advocacy meeting with health experts, the government, the National Assembly, the media, and the Korean Society for Research on Nicotine and Tobacco is necessary to spread the necessity of the tobacco endgame. As in New Zealand, the introduction of tobacco endgame will be followed by strong opposition from the tobacco industry. Organizational and systematic preparations are also needed to monitor the tobacco industry's activities and effectively respond to their strategies.
